These are cameras that work with free software systems. Many cameras require proprietary firmware, but these do not.

Elphel makes network reconfigurable cameras that run free software, rather than just working with it. Each of their cameras comes with GPL'ed FPGA firmware & driver that implements JPEG, OGM/Mjpeg and OGG/Theora video compression.
Web cameras that use the uvcvideo driver work without proprietary firmware. The table below lists devices known to be supported by this driver. Other UVC compliant video input devices are very likely to be supported.
